[oc] VGA core update

Hi guys,

There's an updated VGA_LCD core available from CVS.

changes/additions:
- Fixed some bugs discovered by new/modified testbench
- Removed / Changed some strange logic constructions
- Started work on hardware cursor support (not finished yet). The hardware 
cursor addition is user selectable (i.e. if it is, or is not implemented).
- Changed top-level name to vga_enh_top.v

PS. vga_enh stands for vga_enhanced. The hardware cursor addition makes 
this a much more powerful and computational core. Maybe the first step to 
an open-source graphics processor ???
