[oc] signal decoding with variable speed

Hi members,

just came over from LogIC and some 
other nuts tools to vhdl. Vhdl starts 
making sense to me as I mostly use C.
Does someone have an idea how to
decode a signal witch comes in with 
variable speed from 10 Hz to 100kHz.
When the signal changes once per clock it's a ZERO.
 An extra signal change in the middle meens a ONE.
There is a sync word every now and than.
