[oc] FPGA forum

With webmasters we've agreed that we should have discussion about FPGA
in main OC forum. Since we have a lot of open forums we should keep low
traffic ones here.

There we also some problems with subscriptions. 
I appologize for this inconveniece.

Any comments will still be appreciated, but give to much critique infront
of such public ;)
