[video] initial releases

Hi Guys,

I released an early version of a design document for the video systems.
Also I checked in some common building blocks:

- parallel DCT unit
- quantization & rounding unit
- run-length encoder (not fully finished yet)
- color space converters

The document and the cores can be downloaded from opencores cvs.
