payload bytes is fixed based on the request. for SET_DESCRIPTOR, it will be equal to the descriptor length. host will be sending those many number of bytes to the device during data phase for this request.

but for GET_DESCRIPTOR, the payload bytes can vary. for the 1st time the host sends this request, it may ask only 8 bytes. after that it may send this request again with different payload (which is equal to the descriptor length).

Is the number of Payload bytes fixed for the request commands?  If the 
request is say "Set Descriptor", how many bytes of Descriptor value 
should be sent in the data phase?
