Mike,

the short answer is Yes !

If I use a off the shelf PHY it makes the design much easier, and I
can concentrate on the protocol engine. I've looked over the spec
and it doesn't look that complex.

I'm a  15 year veteran, and have designed protocol engines for ethernet,
cable modems and atm. I think USB will be trivial compared to the others !
