Several ASIC-vendors (LSI, IBM, Samsung, ST) as well as foundries
(TSMC) have x86 cores. But these are not soft cores. I have searched
Inventra and other places, but it's quite hard to find soft x86 cores.
One I found though is this:

Alternatively, what you *could* do (not saying it will be a good
solution) is to write your own decoder and attach it to the front of
one of the OC single scalar RISC cores. Performance and size will be
suboptimal, but it's (probably) easier than to build a complete x86
core from scratch.
