[oc] PDF in cvsweb

Hi,

I had a core user complain about the pdf documentation in CVSWEB.  When 
he opens the pdf, he gets this in his web browser:

%PDF-1.2
%쏢
6 0 obj
<</Length 7 0 R/Filter /FlateDecode>>
stream
xVMo0WF߱9AJ !DۜU[Zn~0c!ٗ
...

instead of a pdf file opening in acrobat (or whatever).


I tested it, and it works ok in Internet Explorer 5, but not in Mozilla 
1.21.
The workaround is to save the file to a local disk, and open it in 
acrobat (or whatever) from there.

I notice that the URL ends in "content-type=text/plain".  Could this be 
part of the problem?

How do we fix this?
