First, I am not assiciated with Xess or Insight in any way
and I am not promoting their products in any way on an
open forum.
but u can look at the boards available form xess
thier CPLD board with 8031(ROM-less 8051) uC is about 129$
it works with WebPack and programming software is free.

A board with a 50K Gate Spartan-II FPGA is about 150$

or from the ones form Insight

Their CPLD and FPGA boards are also modestly priced.
I am sure u know that making your own board (even with all the instructions)
can a be quite time consuming.
But still opencores has some desings of protyping boards.
