[oc] New Project Idea: OpenPIC Super7 chipset

Currently, all legacy AMD, Cyrix, IDT, and
Rise x86 chips are SMP capable using the
OpenPIC protocol.  The only thing preventing
their use is the lack of any OpenPIC chipset
to support it.

If a chipset were available, motherboard
manufacturers could produce low-cost SMP
boards to easily make better use of these
aging components that otherwise are going to
end up by the wayside in the dust bin.
