Creating a strong and stable kernel (the platform that manages hardware resources and ensures that hardware and software interact properly) is the first step. The ReactOS team wants to create not just an NT clone, but a more resource efficient and stable version. While currently in the pre-alpha stage, the project is under active development with individual teams working on various aspects of the project; the kernel team is currently the most active.
