[openrisc] Sample, Foundry

I have idea about co-operation with various Universities worldwide on creating sample OpenRISC CPU for evaluation board/ software development board. This small board can be programmed using serial / Ethernet / USB. The boards will be sold to various Universities / groups / companies. Is this idea possible?
