In old style io - the pads (where the die end of the bondwire 
get welded to (are in a line ont he 4 sides of the chip.
The IO cells are adjascent, towards the core.

For staggered cell, the bondpads zigzag.
i in, one out, at 45 degrees, commonly, although other 
arrangements also can happen.

this means the centre to centre spacing of bondwires is 
greater, so they don't short.

alternatively, more pads on the die side.

a core would not have pads. must be a chip.

if the design is core limited, don't go staggered pad.
commonly designs are IO limited and staggered pad works 
better.
