Web Package Surfer is a PHP-based package management system that lets you browse, search and administrate a set of files contained in packages that are classified by (possibly nested) categories. WePS is particularly useful for maintaining a repository of downloaded files.

There is no documentation available yet but I'll try to explain with an example what is this project about.

Suppose you work in a small office as a developer, and you'd like to share all your documentation files with other developers in the office. WePS will help you and your friends by saving a repository of the files you upload to it and allowing to search for them later. Here is a practical example:

WePS starts with no categories available, so as we are talking about documentation let's create a main category called Documentation. Probably you may want to create some subcategories under this one. So you can create C++ subcategory (now we have Documentation > C++). Ok, it's time to upload files, but first you need to create a package, because a category can't conatin any files. So we create package Networking. Our category and package tree is now: Documentation > C++ > Networking. You can now upload a file in this package. As soon as you upload a new file in a package, other users would be able to search for it. Note that categories, packages and files need to have a description, so the search form is really useful.
